Born in Osaka, Oi was trained primarily in Western art. He was commissioned for several murals and exhibited widely in Japan prior to moving to America in the late 1950s. Oi founded the Sumi-e Society of America, Inc., in 1963 (see Sumi-e Society webpage); he has also taught art at Queens College, NYC, since 1960 and at the Brooklyn Institute of Art & Science from 1967. His works have entered the permanent collectioins of many museums, uncluding the Metropolitan Museum of Art in NYC.
